When Elon Musk isn’t busy memesifying himself as a conquering Roman centurion or brandishing a chainsaw onstage at CPAC, he occasionally dons the mask of a reasonable moderate, extending an olive branch of compromise that Democrats supposedly slap away. Recently on X, Musk claimed that his Dogecoin-inspired agenda, DOGE, aligns with the Democratic policies of the Clinton-Gore era. He tweeted, “What @DOGE is doing is similar to Clinton/Gore Dem policies of the 1990s. The current Dem party has just gone so crazy far left that it isn’t recognizable anymore!” To bolster his argument, he shared a video of Bill Clinton pledging to cut the federal workforce. Musk’s allies, like Wall Street Journal opinion editor Matthew Hennessey, have echoed this sentiment, arguing that both left and right should share a desire for government efficiency—a goal as unobjectionable as liberty and as essential as justice. Who could possibly oppose efficiency? After all, didn’t the Clinton administration undertake a major effort to overhaul government?

The Clinton Legacy: A Cautionary Tale for Musk

The Clinton administration’s Reinventing Government initiative, led by Vice President Al Gore, was indeed a serious effort to make government more efficient. Over five years, Gore meticulously studied the federal government, consulted with experts, and introduced reforms through legal channels and public scrutiny. For instance, when the administration offered buyouts to federal workers, it was done through an act of Congress, not via an email or unilateral decree. In contrast, Musk has taken a far more reckless approach. By canceling Congress-approved spending and violating federal law and the Constitution, Musk has demonstrated a blatant disregard for the rule of law. His allies may claim that Democrats have abandoned their commitment to efficiency, but the reality is that Musk’s methods—marked by wild illegality and amateurism—are the real reason for Democratic opposition.

Musk’s Chaotic Reign: Incompetence Masquerading as Reform

Musk’s chaotic approach to governance has wreaked havoc on government effectiveness. His most sweeping strategy—terminating probationary employees—is not just random but counterproductive. Probationary employees include some longtime civil servants who have recently been promoted, meaning many of the highest performers are being axed. Contrary to DOGE’s inflated claims, the group’s supposed savings are negligible, concentrated in a small fraction of the budget. Worse still, Musk’s attack on the IRS has crippled the government’s ability to collect revenue, potentially increasing the deficit. The chaotic nature of DOGE’s work is evident in its buffoonish mistakes, such as grossly inflating savings figures and recklessly firing employees who were securing America’s nuclear arsenal. Even Republicans in Congress and Donald Trump’s Cabinet have been unnerved by Musk’s erratic decision-making. Democrats are simply voicing what many Republicans think privately: Musk’s antics are a recipe for disaster.

Learning the Wrong Lessons from History

One of the key lessons from the Clinton era, if Musk had bothered to learn it, is that reducing staff is a terrible way to save money. Cutting the federal payroll was the Clinton initiative’s greatest failure. While the government can shed employees, it cannot shed its legal responsibilities. As a result, the Clinton administration ended up outsourcing more work to private contractors, which often cost more in the long run. As Donald Kettl, a public policy professor at the University of Maryland, explained, “Replacing government workers to do these jobs tended not to save money, and hiring the same employees back tended to cost government even more, because government paid twice—once for the buyout, once for hiring them as contractors.” Contemporary reform efforts, such as those led by Jennifer Pahlka at the Niskanen Center, focus on improving hiring and firing processes rather than simply slashing head count.

Democrats and Efficiency: More Than Just Opposition

Contrary to Musk’s claims, Democrats have not abandoned their commitment to identifying waste and making government more efficient. In fact, many Democrats, chastened by the 2024 election results, were willing to work with Republicans to find common ground on issues like government reform. A few even joined the DOGE Caucus in Congress. It was Musk who chose to bypass the legislative process and consolidate power in his own hands and those of a small team of policy amateurs. When he’s not pretending to be a moderate, Musk is peddling baseless conspiracy theories about the federal budget propping up the non-conservative media and the Democratic Party through disguised payments. The idea that canceling these supposed payments would eliminate opposition to Trump is pure fantasy. Democrats aren’t about to help Musk destroy them, and they’re well aware of his antics on social media.

The Empty Promise of Musk’s Moderate Posture

At the end of the day, Musk’s portrayal of himself as a reasonable moderate is little more than a ruse. His actions reveal a man more interested in chaotic disruption than genuine reform. While the Clinton administration’s Reinventing Government initiative had its flaws, it was driven by a genuine desire to improve government efficiency. Musk, on the other hand, seems driven by a desire to dismantle the federal bureaucracy without regard for the consequences. His amateurish methods, lack of expertise, and disregard for the law have alienated even those who might otherwise support his goals. As the dust settles on Musk’s chaotic reign, it’s clear that his vision of government efficiency is less about reform and more about destruction. For Democrats and Republicans alike, the choice is between a government that works and one that’s being torn apart by a self-proclaimed conquering hero with a chainsaw.
